A lot of horsetrading went into passing the bailout. The Times is reporting that parity for mental health coverage was part of the deal. Most mental health service providers and most patients will be pleased. Not spelled out in the legislation: the unintended consequences.

My guess is that they will say to psychologists: "OK, you can be reimbursed at an equal level. You just have to fill out these 300 pages for each and every CPT code hour that you want to bill."
