Two-up on a little bike like an XR isn't really a very stable platform from which to preform thuggery. The passenger acts as a second center-of balance and throws-off the driver, forcing a lot of compensatory movement and inducing instability.

The protesters need some 6 ft. lengths of ¾-in. steel pipe. Whack ‘em straight in the head or shove it between the wheel-spokes. Bikers will soon find themselves in a suicidal situation.

During WW2 US Army motorcycle scouts had a terrible time with bailing wire strung across a road between poles at neck level.
