Where did this happen?

Before I saw this clip, I thought it probably happened in Chicago. I was all set to go on a rant about how Chicago drivers are so much more horrible and dangerous to pedestrians than the ones in my home town. But then I realized that this did happen in my hometown. Sigh.

Of course, the story is more about the police and about traffic signals/walk signals. I also find it hard to understand why the pedestrian would have been issued a ticket. However, at least in that clip, we don't hear from the cop or the driver. In fact, before watching the clip, I had thought it would show me the incident actually happening. A horrible thing that just happened to be recorded on someone's i-phone. I'm not trying to absolve the driver or the cop of responsibility. I'd just like to know more (without, however, doing even the minimal amount of Google research to investigate the matter).

Googling before I posted and again after reading your comment didn't prove enlightening. A police spokesperson would only say that the man will have his day in court. Unless the cop pulls a rabbit out of his hat, I expect the the ticket will be dismissed.
