It's Hoover the harbor seal. In 1971, Hoover, an orphaned seal pup, was rescued by some Maine fishermen who raised until him until he was too large to handle. When he reached sexual maturity, Hoover began to make speech-like sounds.
After leaving the care of the fishermen, Hoover lived out the remainder of his life at the New England Aquarium. He was known for saying his own name, "Hoover," with unmistakable clarity.
