It needs some work alright!
Even if the overall structure is sound, it will still have to be largely gutted for rewiring and plumbing and heating.
In my experience,renovating is at least twice as expensive as rebuilding, and with the challenges a heritage building poses it must be much more.
I wonder how much leeway they give you to change the house? Presumably there the owner wouldn't have to reproduce the kitchen, bathrooms?

I think the buyer will have considerable latitude with interior renovations.
